Transforming Dairy Farming: Uttar Pradesh's Strategic Policies and Initiatives for Sustainable Development

Empowering Farmers and Enhancing Productivity through Innovative Policies

The dairy sector in Uttar Pradesh (UP) has been significantly bolstered by various policies and schemes designed to enhance productivity, processing capabilities, and overall economic growth. The primary framework guiding these initiatives is the Uttar Pradesh Dairy Development and Milk Products Promotion Policy-2022, which aims to create a sustainable dairy ecosystem through financial support, technological advancements, and infrastructure development.

Key Objectives of the Dairy Development Policy:

The Uttar Pradesh Dairy Development and Milk Products Promotion Policy-2022 focuses on several critical objectives:

  • Capacity Enhancement: Increase the processing levels from the current 10% to 25% by expanding existing dairy units and establishing new ones.
  • Market Development: Promote market access for dairy products both domestically and internationally.
  • Technological Innovation: Encourage the adoption of innovative technologies and IT solutions in dairy farming and processing.
  • Employment Generation: Create job opportunities within the dairy sector to support economic growth.

Financial Incentives and Support Mechanisms:

The policy outlines a range of financial incentives aimed at various stakeholders in the dairy industry, including Farmer Producers Organizations (FPOs), Milk Producers Companies (MPCs), cooperative institutions, and private entrepreneurs. Key financial supports include:

  • Capital Investment Grants: Up to 10% of the cost for establishing or expanding milk processing units, capped at ₹5 crore.
  • Interest Subvention
  • For new milk processing units: Support of up to ₹10 crore at an interest rate of 5% for five years.
  • For animal feed manufacturing units: Up to ₹7.5 crore under similar terms.
  • Cold Chain Development: Financial assistance for establishing cold chain facilities, including refrigerated vans and bulk milk coolers, with interest subvention up to ₹1 crore.

Infrastructure Development Initiatives:

To create a robust dairy infrastructure, the government plans to establish several dairy complexes that will integrate various components of the dairy supply chain. This includes:

  • Commercial Dairy Farms: Establishment of large-scale farms with over 50 animals.
  • Processing Plants: Facilities for milk processing that can handle substantial volumes.
  • Biogas Plants: Utilization of waste products from dairy operations for energy production.
  • Micro-Dairies: Small-scale processing units aimed at local markets.
  • Additional Schemes Supporting Dairy Development

Several other initiatives complement the main policy framework:

  • Nand Baba Mission: A dedicated program with an investment of ₹1,000 crores aimed at enhancing livestock quality through the importation of high-yielding breeds.
  • Progressive Farmer Rewards Program: Incentives for farmers achieving high productivity levels in dairy farming.
  • Artificial Insemination Promotion: A targeted initiative to conduct 75 lakh artificial insemination procedures in FY23, with a focus on using sex-sorted semen.

The policies and schemes related to the dairy sector in Uttar Pradesh represent a comprehensive approach to enhancing productivity, ensuring nutritional security, and fostering economic development. By providing substantial financial incentives and focusing on infrastructure development, the UP government aims to position the state as a leader in India's dairy industry. These initiatives not only benefit farmers but also contribute to broader economic goals, including job creation and technological advancement within the agricultural sector.
